I know this has been answered elsewhere, but not sure where;

For Luck, the Advantage says to reroll the roll. I assume the phrase means "Roll the same pool of dice again with all modifiers, raises called, and other variables intact"? As opposed to something like Investigation's mastery where it says you can attempt the roll again, which I would take it to mean you can change raises called and would have to spend Void Points a second time and etc. as you're essentially trying it a second time from scratch?

Sure.

To follow up on this, do I need the Antidote emphasis to help those who are feeling sick from the food? Or is regular medicine enough?

Yup, Antidote emphasis is required to remove poison.

Not really.

Best bet is to just write a letter to the governor.

If we have a spell for the event, can we only try it once, if we fail? What if we fail to the Black Scrolls penalty?

Just once, please.

In the case of this event, failing due to the Black Scrolls penalty likely means that you throw up on some of the food, which is... well, probably a Breach of Etiquette, all things considered.
