I wasn't around for older games, so I don't know anything about particular characters, but my sense is that military prowess and/or ruthlessness doesn't = Toshigoku. Bloodlust and senseless killing is what gets you there--either indulging in it personally or dying in circumstances strongly marked by it or both.
Come to think of it, I guess this also means the educated shugenja of the Empire do have plenty of grounds to conclude the returned spirits are bad news despite also being ancestors. No wonder the Kitsu in particular don't do too well in most of the poll options... now tied again, I see.
