I wasn't around for older games, so I don't know anything about particular characters, but my sense is that military prowess and/or ruthlessness doesn't = Toshigoku. Bloodlust and senseless killing is what gets you there--either indulging in it personally or dying in circumstances strongly marked by it or both.

Come to think of it, I guess this also means the educated shugenja of the Empire do have plenty of grounds to conclude the returned spirits are bad news despite also being ancestors. No wonder the Kitsu in particular don't do too well in most of the poll options... now tied again, I see.

Hitoshi was the Lion General who signed off on opening the portal to Toshigoku. The idea was he would be punished for that. But as you say, Hitoshi was not really known for bloodlust or senseless killing. He was not a nice guy but still was a high honor guy.

Emperor comes and while he is there, the Chrysanthemum convinces the Lion Champion to support him.

Then, the Emperor gets killed and the Lion are duty/honor bound to support their agreement with the Chrysanthemum.

I could see potential in that happening. I just hope there is a group of line that says "Misaki, you done lost your damn mind" (in those literal words) and joins team Empire

Except that you have to add that Morikage Toshi is burned down and the Lion are in chaos is part of it. Which means that not all Lion support the Champion and the Lion family closest try to save/avenge the emperor and get savaged for it. The Lion not present are split on following the champion because of it.

Shimizu are specifically in the former Pheonix lands surrounding Morikage
