We just put the tortoise on the ground and let Usagi-sama call to it. If it runs to her, then all is well. But, if it seems slow and hesitant to respond, it should be protected from further abuse.

You have fewer feet than the tortoise, right? It's only a fair race, if you're on equal footing. So, you'd need to ride a horse, a fast one.
