Check the Pony writeup, elemental magic is mostly in the history books... and I assume we have a few Unicorn who now suddenly hear the kami again in Rokugan, though probably fainlty considering the Black scrolls.

Because technically speaking at this point in time the definition of Maho is *super* vague. I believe there's a write-up in one of the supplement books about an Isawa using air kami to delight children and he gets brought up on charges of maho and almost executed.
