Someone who was made a "Jedi" because they weren't technically failing and no one had any idea what to do with them?

Not having any idea what to do with them doesn't make sense. There have always been trials to become a Jedi knight, and there have always been people who failed, or are never deemed worthy to face the trials.

It's not a new problem, so there must be some plan in place.

Early Jedi quest in TOR has you basically be asked to cheat for a guy. He ends up as a scribe for the order.

The Jedi probably also use failures for other support roles. Guards, Farmers, Scribes, etc

Yeah, there weren't really anything organized for students who did not pass their masters' trials (which were also different from master to master). Some got the boot, others would just remain with their Jedi Temple (in this timeline, on Coruscant, since the Jedi Temple there hasn't fallen yet, but there are others too around the Galaxy. The one on Coruscant is just the most important/biggest) and find some way to serve in another capacity, like librarians, assistants, security, etc.

Typhon being the other big one. Being the Jedi Homeland.... basically. I suspect several dropouts end up working the grounds and farms there.

I just remembered a good example of a Force Sensitive who didn't become a jedi: Disciple (Mical) from KOTOR2. He trained with all the other kids on Dantooine, but didn't become a padawan, so he went on to become a historian instead.

If you fail the Jedi find a place for you... agriculture or social service, a place to be helpful.

Yes you can be a force user and not Jedi or Sith, one you can be from some world that has their own Force traditions; these tend to be less developed or off the beaten path worlds. If you are Republic you have a slightly easier time of not being Jedi and still a force user. A Jedi can resign, or they may not complete the training or found too late in life... in these cases the Jedi will probably test them and observe to see if they have a taste for the dark side and counsel them. In general you can live your life and be free but the Jedi are probably watching if they can from the shadows just in case.

In the Empire you have few choices, either you become Sith or you make best friends with a powerful Sith and make yourself useful otherwise you are hunted down and killed. You cannot leave the Sith order, not alive anyways. Some Sith simply retire from public life go into seclusion and hope they are forgotten, this has varying results. In general Force Users in the Empire are either Sith or dead... unless you get a powerful sponsor to shield you.

I wouldn't mind having someone who did call it home who was away when Zash and I murderfied the conclave. Specially since I'm not gonna be secretive about it!
