Probably. Though with a kid and a servant, he does have ready access to blood, which if he were a maho-tsukai, he's already 150% more competent than the tabletop player we had who put forth an Otomo with the blessing of tengoku and a pet monkey.
Don't mind me though, Butaj. In tabletop and online, the Phoenix clan has consistently given me the most problems over any other clan.

I think that the rules require you to 'draw blood of an intelligent creature' meaning human or similar creature. Else PC's woyld run around with 5 pets they'd be bleeding dry to fuel their magics.
