The Unicorn have just gotten back to the Empire. All they have is what they brought with them on the ride, and the slice of their land the Lion have deigned to return to them.
They come with the Moto family who do not descend from the original people that Rokugan descended from.
If the Empire decided they were not wanted here, the Lion could and would happily slaughter them out.
So the Ide are trying to do a very careful juggling act of introducing their ways to the Empire without being dismissed as barbarians, and introducing the Empire's ways to the Unicorn without having them revolt.
This miai will tie the Unicorn into the Empire with bloodlines into all the clans.
So, when people of the Unicorn of status are behaving badly, or lessening the miai in any way, it's definitely not good for Ide-dono's blood pressure.
