I don't see why. Bayushi-san wasn't accused of 'Monk Twaddling' he was accused of "Incipient Monk Twaddling". If Scorpions have a plan for everything, then he must have a plan that involves Monk Twaddling :D

"Incipient" usually means a little more than "having a plan for".

And not all the charges were incipient ones.
