Yup, Otaku battle steeds are Horse+.

Not so much the other breeds.

Once they charge, yes, since Otaku battle steeds are specific about when it kicks in.

Quick question, if we succeed on the first strength roll do we need to make another next round if we stay in melee and continue attacking?

For those who havent acted yet, are we still 20ft out and unaffected?

Nope.

It's a single-use effect with lingering consequences, so if you pass originally, then you're good (until the oni uses the ability again, at least).

Similarly, those outside the area will be unaffected if they get closer, since they weren't in range when the Oni used the ability.
