And no, not all Imperials are Kuge. Kuge is essentially reserved for the various ruling lines, and every family has buke.

Yes, though if we go by the canon (in 2e?), out of clansmen only champions, their spouses and their children are kuge.

Kuge does vary, depending on the clan. Some expect their kids to prove themselves first before being given important postings. Lion, Unicorn and Crab are typical examples there.

Crane and Imperials on the other hand are notorious for their nepotism.

Theoretically, you're actually more likely than not to be like 1/1000th descended from a Kami, when it comes down to it. From a practical perspective, you need to be in the direct line of succession to one of the family daimyoships or be one of the Emperor's Chosen to be kuge.

I always approached it in the historical sense of ties by blood and complicated family trees.

Hence why sometime a niece or cousin becomes king/champion/daimyo.

I've heard multiple definitions of kuge.

One of them was, "Can prove direct blood relation to a founder of a family," or possibly to a kami.

Which means the Otaku steeds are kuge, as they're direct descendants of Shinjo.
