Some. There's a rubric for what gives bonuses and penalties to starting courtship points, though it won't be revealed until game start to prevent folks from gaming that system. From the look of things, being a governor of a province is a bonus of... a lot of courtship points. ^^U

Meanwhile, it looks like being from a minor clan is a penalty of one or two points.

We have had plenty of Kuge with status 1, kuge just means related to the blood family it does not mean you will get an important job especially if the relation is distant or you are like the third or fourth heir.

Gentry without Social Position has always been strange.

You run an oiran house / geisha house / theater / merchant caravan / sake house. All things status 1 samurai could feasibly do, working with heimin and eta.

Kuge does vary, depending on the clan. Some expect their kids to prove themselves first before being given important postings. Lion, Unicorn and Crab are typical examples there.

Crane and Imperials on the other hand are notorious for their nepotism.
