Yes, but illegalities can be overlooked if it is part of a larger plot to save the Empire after you succeed. Now if it is found out before you are successful I hope your neck and head are not friends... for they will miss each other fiercely.

No deal or arrangement has been made though, and at one point in the Canon the Crab allied with the Shadowlands... think the Champion's son was an Oni... or gave his name to one... it was all weird.
