Depends on who you ask I'd imagine.

The Lion in me says Desire. And the cynic says...the writer's just wanted a Romeo and Juliet style story for their Samurai game. Lion tend to be the go to villains when you need....mmm shall we say aggressiveness without the connection to Jigoku.

Its probably somewhere in between: the Lover's did something that normally would be considered extremely improper and sinful, the Lion overracted(probably less then is portrayed, remember a lot of stuff is biased based on the IC author) on a case that had merit, the Togashi manipulated events to his plan, and the Crane took the chance to further embarrass and humiliate their chief foe. And official history demanded it be seen favoring the DF, because the Emperor says so.

The only question I have is...why did the Phoenix back the lovers and risk a conflict....Crane or Dragon meddling?

If this produces cognitive dissonance when the religious/political figurehead does stuff that his subjects see as incompatible with their own sense of ethics, well... welcome to every premodern religion.

Well stack a few dozen bureaucrats between the majesty his people to ensure that his will is correctly understood. It's just a coincidence that these understandings favor the bureaucrats' and their families.

I just want to say a great big thank you to Butaj, Hirase, Tomoe, Mizuki, Misa, Hotaru, and Baatar (I think that's everyone, super sorry if I missed someone!) for all playing a role in this whirlwind romance. It would not have been possible, nor nearly as fun with as many twists and turns if all of you had not been involved.
