I think all the remaining Unicorn Men have to be chosen before Tsukimi or Mei could be picked by them.

Butaj is devastated but his player knows it is just a silly game of magical samurai and will happily roll with the outcome. There will be IC consequences for both Hotaru and Butaj of course. Not the story I wanted to tell, but a story to tell still. I actually saw it coming, so it wasn't a big surprise.
