"I'm not one who has insight into what goes into elevating someone to the status as a Fortune, but there could be such factors as the Heavens themselves favouring those who should be elevated to such, and somehow make it known to the Son of Heaven or the countless astrologers, scholars and priests who serve our Divine Emperor directly," Tomoe suggested, finding the topic worthwile discussing.

[Shinjo Monkhbaatar]

"That makes sense. It could be that the heavens maybe had different plans in store for a particularly noteworthy individual after their passing from this world I guess. Perhaps to be reincarnated into an important position or the like?"

[Iuchi Yukarin]

"Well, I suppose that's an academic question little different than asking what sets someone apart for the recognition to found their own Family or Minor Clan, or receive the sacrosanct protection of the Emperor. On the one hand it likely varies by Emperor and times, and in another sense there is likely no solid answer other than the obvious; Such things are granted for exceptional deeds or individuals who have lead exceptional lives."

She shrugged a little.

"That is certainly possible, as we know that notable individuals can be reborn again to bring further glory to their clan and the Empire," the Hare nodded.

"When one considers that the Seven Thunders were not elevated to positions of Fortunes, it seems more likely that there are different destinies for different souls."

The Hare nodded some more as she listened to Yukarin. "It is probably likely that it also is different between each Emperor. While they are all the children of Heaven, we have seen that some chose to take more active roles in the Empire, such as the Courageous Hantei Fujiwa, who even fought side by side with the Crab Clan during an attack from the South. And then there are those who have been more removed from the day-to-day activities of the Empire. Just like how Fortunes and Kami had different personalities, so it would seem that Emperors have too."
