Do tattoos count as Magic for the purposes of whether or not they can be used in events? I have a feeling they did in previous games, along with kihos and spells but I might be misremembering.

That have previously, but we've since moved tattoos into the "not magic" category because they're basically the tech for tattooed monks. I realize that an argument could be made for spells, but spells can be layered in ways that tattoos cannot, and shugenja tend to have a whole lot more of them (plus a school technique on top of that).

If it ends up being a mistake, we'll move it back.

Can I craft a fan in the miai? And if yes what should I roll to make it and decorate it?

Also how long would it take? Can I just repurpose a war fan? Can I obtain one easily?

Do Kansen help with such trivial tasks?

Oh, also! Sorry for the double post, but I've never played a PC who crafts stuff before and I don't know the procedure. Can crafting rolls/activity happen during time slots when you've got another thread, if the action of that thread would only take up part of the full three hours? Or does it need a dedicated time slot, or even a dedicated on-screen thread?

Crafting in L5R sucks.

Generally speaking, we just say that it takes an appropriate amount of time and then a roll at the end, usually TN 10 or 15, depending upon complexity, with Raises for further awesomeness.

You can do that on- or off-screen, and you can totes talk to people while it's going on.
